and where would one look for such a thing.

Neighbor and I are thinking of doing about 5-6 acres of peppers next year. I am researching process and need to get an idea of the cost involved. They make a machine that hills, lays a drip line, and covers it with plastic. But what is it called and/or who makes them. I have found the transplanters, but not the tillage end of it.

I believe you're looking for what's known as a "mulch layer".... Try this website.... WWW.marketfarm.com They sell equipment for veggie growers. They have multitudes of interesting items that sounds like what you'll be needing.

Also try The Mechanical Transplanter Co. and Holland Transplanters both located in Holland Michigan. I believe a plastic layer that also lays drip tape is about $1700. I bought a used one last year for about $800. I nearly pulled my hair out on the first row but after completing all 47 adjustments it is the cats meow!
