IH 37 Knotter troubles

I have an IH 37 square baler that i have just begun using for the first time after it has sat for about 20 years. everything works fine except for one of the knotters. both knotters knot fine but one of the knotters will not strip the knot from the bill hook. i adjusted the tension on the bill hook spring and seem to have it pretty close to the same as the other knotter. i also cleaned the hook to make sure it was free from rust and any burrs on the hook but the knot still will not strip. is there any other adjustments that could affect the stripping of the knot? i have heard that international balers were prone to problems, has anyone else had similiar problems? any help would be appreciated.

Is there a roller on the other end of the knife arm that pushes it off? If so, check that that is turning free. Not sure about the exact model, just run into that on others balers

sharpen the twine knife and chk for rust on the bill hook and be sure the sweep arm is LIGHTLY
rubbing the bottom of the bill hook.
