That is a flail mower. As others have said, there is a single shaft in the center which rotates. Using centrifugal force it forces chains to stick out from it perpindicular to the shaft. Small knives are connected to the chains which cut the grass. It is much like a reel mower except for the fact you can run over stuff and not break anything due to the chains instead of blades.

We use a Befco flail mower at our pecan grove, really a tough implement. It will cut 6 foot Johnson grass if you take half a bite. I don't like to cut that high stuff though, can't see anything 3 feet in front of you.

Ford 907 flail mower. I have one identical to it. Good for short stuff, Will bind up and plug on tall stuff. Good machine if you have a big lawn.

I used to have a mower like that. It's good for rough spots where there are weeds, small trees (up to about an inch), branches, small stumps, etc. If you go over it with that mower, it will be mowed...

Great mower! Next place to the south has one and it works super! Don't know much about them but it mows very smooth and his place looks like a golf coarse now.

looks like a Mott mower. A flail mower with a single horizontal shaft that has knives on it. They are for cutting large areas of grass. Not too good for tall stuff and very critical shaft is in balance.

I believe BradB is correct this looks like a Mott flail mower. Parts are available through a Alamo industrial dealer.

From the picture it looks like a flail mower. I don't think it is a tiller because it is belt driven. Probably has a spinning shaft inside with fingers or blades attached to short chains on the shaft.
