John Deere 14T baler knotting sticking on bill hoo

I have a 14T baler. This is my first year to bale and have already learned alot. I was having issues with both twines on bale forming knot but none on needle tine so I moved the tucker fingers around (I either mis understood manuel or it was wrong on where to position). Anyways the left knotter is working fine, but the right was not. After numerous tries I have issolated the problem to the twine is not coming off bill hook and as next bale gets pumped in it rips the knot apart/off the bill hooks. I am using 7,400 feet sisal twine new this year [ it is tieing fine on left ] I had both bill hooks set to open around 10 lbs to 1/8 in. I have loosened, gradually, the teanson untill I can pop the hook with my thumbnail. It finally stopped tieing right, so I tightend it up somemore. the wiper blade is stickey to pull across but doable, and when Pto powered it isnt an issue. The twine is staying on the upper ?lip? with the hook/barb, and it fully off of lower ?lip?. Both twine tensions are roughly the same. The wiper arm seemed to not be holding the twine far enough right, and the roller is rusted stiff so I welded a bead on the roler and ground it smooth and now the knots are more consistant and I even had a few go through better and not stay connected. but I still am making a mess behind me. In the moring after the damn mosquitooes leave I will try switching billhooks and see if that does waht to knotting. The bale teanson is fine I think. The prob has to bee in the right knotter assembly because the left is just right. Thanks in advance for any help, hints , tricks ,etc

well I flipped both knotters up ( remember the left was tuing ) the frame that the roller on the billhook to open its mouth was more worn the and left so i brazed it up and filed it to the right shape. that help quite a bit.
I have issolated the problem to the twine ( not sure which i think needle) is not pulling back far enough on bill hook and it is then getting pinched in the end of hook and keeping the wiper from pushing the knot as a whole off and mearly flipping it up and around the bottom of hook. I plan on brazing a little on the far side of the tip of moveable mouth to hel pslide the twine back as it turns but not too big as to keep it from being pushed off.

If your tension and wiper are set right, the next thing I would look at is that the bill hook is nice and smooth. I would also look at the end of the piece that is attached to the bearing(sorry, I don't know the name) and make sure it doesn't form too much of a hook that would catch the twine.

Wiper may need to be set to slide/pull the twine off the bill hook
