Need advise on IH #27 baler?

I have an IH #27 baler that I have been using for about 2 years. I decided this year I should go through it and not just hook it up and bale. I have always had trouble with the right side knotter, the left one misses about 1 in 200. I have adjusted the knotter and bale tension, but to no avail. Today I was looking at it to see what needed fixing and saw a couple dog's at the top of the bale chamber right next to the knotter. Both of them were froze up, left one was down a little lower than the right. The book doesn't mention them at all. Could this be part of my problem with the right side knotter, that's the side that I have trouble with. My thought is that they hold the hay when the plunger moves forward. I got one moving a little, but the right one moves real hard. I have been spraying them with WD40. I have no clue if I can even get them out.

Any help appreciated.

The knotters on those balers are really fussy about twine tension and knife location. The knife has to be razor sharp and positioned within about 1/32" in every direction. That's probably the problem.

Hmmm, got me thinking. Our hay purchasers have been telling us the bales are uneven tension. I'm thinking the hay dogs on one side must be froze up like yours.
