anyone w/ knowledge of rivets and ledger plates?

I'm having a major problem replacing the ledger plates on my IH 31 sickle mower. Getting the old ones off is pretty easy. When I put the new ones on is when I have a problem. The rock guards are the original guards and have a recess on the underside where the rivet comes out. Also, the original rivets are not rounded over, (like i'm tring to do) but look like something was forced into the center of them and forced them out to the sides, forming a cone shape on the inside. Can anyone give me some ideas on how the get these rivets to hold. I am replacing all the ledger plates on my mower. TIA
P.S. My rivet tool doesn't work, can't open wide enough and the top part of the guard would prevent me from getting the tool directly over the rivets.

When I replaced ledger plates in my guards some years back, I installed new rivets by putting a bolt with a nut turned up on the threads a ways held in a vice. The ledger plate side of the rivet head rested on the bolt head and there was enough room between that and the vice to allow room for the top of the guard. You can then round off the bottom of the rivet. More like expanding it than rounding off.

Somewhere in somebody's pile of old and forgotten junk there is a special anvil made for that job. There is a universal type that ia also made for changing knives, and one that is only for ledger plates. What each of them have is a pocket to support the guard while driving out the old rivit, and a solid post to hold the rivit head on while you pound the other end to head it over. As Bob said, apunch in the vise will work, use one long enough so that the other end of the punch is supported by the bottom beam of the vise jaw. The rivet should be just long enough to head over, but not long enough to bend when you start pounding on it.

Clamp a punch of appropriate size in a vise with the tip facing upwards. Install the ledger plate and rivet. Invert the guard, place the head of the rivet on the top of the punch, and peen the other end of the rivet.

(Wear gloves and eye protection.)

You may have to make an anvil to hold rivet and ledger plate in place with the guard upside down.

Then you may be able to spread the rivet after cutting it flush using a sturdy center punch. You will want that anvil to support the rivet head solidly so it doesn't end up sliding in the hole.

Probably the factory put the rivets in hot. I have a Case windrower that needs that same job but I've not yet needed it bad enough to go do the job.

use your rivet tool but you have to take the sickle out of the mower first - then all will go well

a lot of people have them for sale at auctions ort would be willing to part with them cheap since they have no use for them anymore BUT if you don't have access to anyhting like that I think a fram store like TSC or Campbell Supply should still have hem - they are usually $50
