I had to move my baler today. While I had it hooked up and was standing behind it I noticed that the wheel on the knotter side seems to lean in at the top quite a bit. I jacked up that side thinking the bearings may be shot. Everything seems nice and tight and the wheel turns freely. I have a non-ag tire on the other side, it's been there since I've had the baler. I suppose it could be a much shorter profile than an ag tire. The baler seems to sit about level and it's always baled great. The knotter side tire is showing significant signs of wear on the inside. What do you all think?

The inside of that short axle stub is held on with a bolt through the shaft. My bolt broke off several years ago, looked the same way. follow the shaft in with a flashlight, look it over good. Bet you will find a busted bolt.

In addition to paul's suggestion..... ...I'm not familiar with your baler, but have seen several pieces of equipment set up the same way..... .with 2 bolts through shaft, at right angles to each other. A time or two, I've put thick washer(s) on bolt at appropriate place between shaft and frame to put wheel/tire in correct plane..... ....

Paul is right. Also, you may have it bent or the axle housing bent. That is the heavy side fo the baler, so all those bump and chuck holes take their toll on the saide. Hey, last year I was round baling, going great and I had one snap off and leave me high and dry.
