NH 78 knotter problem

Greetings, I have a NH super 78 hayliner, my problem is the left knotter is not tying. I had a mechanic from NH adjust the twine disc, the tucker fingers, we did find the cams on the bill hooks were worn, but when he left he said you should be good to go. The baler will tie knots if you stop before it knotts, but if you are still picking up it will miss, I suspected my hay dogs might have been missing or frozen up, but all appears to be fine, any thoughts on what is going on? thanks in advance

Jack, It will help to diagnose the problem if you will describe the failure in a bit more detail, i.e. knot in the top strand nothing on bottom, no knot at all etc. Not tying has a bunch of potential causes.
