The chain that drives the belts jumps and bangs the cover .both sprockets are the same size but the rollers aren't .Wanted to know if that was normal.The top roller has rubber the other doesn't.I Think someone fixed with wrong roller or spocket but don't know for sure.I want to fix problem before something gets damaged.

The sprockets must be the same size on the two upper drive rollers. I assume this is what you are talking about. Yes one roller was sometimes rubber. Really doesn't hurt anything, it is there to add more traction. It sounds like you might need to tighten up on the chain. Does it do this all the time or just when you make turns? If just when you turn then inspect your U-joints and keep going.

the steel roller is about 1 inch smaller around so when the belts get tighter the chain gets slack between the top sprockets causing it to jump.is that normal ?.This happens when you have half a bale or more.

Randy, This is not normal, it sounds like you might have a worn chain or sprockets. If the sprcokets are the same and the teeth on them are not starting to curl up then make sure the roller chain is in good condition. If all this is good then I might consider replacing the rubber roller with a steel one.

The chain and sprockets are all most new.I was wondering if the baler came with two rubber rollers to drive the belts or just one?. Because the steel roller is the same size as the rubber roller without the rubber .Just wanted to know because I would rather replace the steel roller and have two rubber rollers to drive the belts.

The steel roller will be a lot cheaper and you really don't need a rubber upper drive roller. I would say that 98% of C baler around here have all steel drive rollers.
