Bailer will turn 180d from 12;00 TO 6:00 in both directions but will not go all the way around. I can not see what is stoping it or what it is hitting on--may have paid to much for this one.

Like was said below,the safety has dropped down and is keeping you from hitting the needles with the plunger. You will probably find that the needle carriage has dropped down while being transported. Pull the needle carriage back up to home,(to the rear and up)and check the condition and adjustment of the carriage brake.One other possibility is the shearpin for the notter has sheared,and left the needles in the chamber.

I assume you already checked if the safety stop is sticking out by the plunger crank. Is it doing this during a tying cycle (knotters tripped) only or all the time? How about the plungerhead/stationary knife clearances? Fixed a 336 once that had ingested a stone and bent the knives in one place just enough so that they bound.
