I had a baler like this for two seasons. If the hay is not good and dry you can't get the bale to start rolling in the chamber. You end up with a wad of hay in the chamber and the baler's throat gets plugged too.
If the hay is green enough to cause a square baler to "pound" you will have a hard time starting a round bale in an IH 8420. For me the IH 8420 was a good baler for dry hay, but soon as hay started to draw moisture at twilight, the baler would let me know it was time to stop.

I HAD THE SAME TROUBLE,MAKE SURE THAT YOUR BALER GATE IS CLOSED AND THAT YOUR HYDROLICS LATCH THE GATE CLOSED,YOU MAY HAVE A CYLINDER LEAKING INTERNALY AND NOT ALLOWING THE GATE TO LOCK.,I START MY BALE AT ABOUT 500 PTO SPEEDAND WHEN THE BALE FORMS I INCREASE GROUND SPEED .GOOD LUCK
