I downloaded photo to my photo editor, and was able to lighten it up and see the disk - no I don't know what it is either. Will try to repost the photo tomorrow, for you.

Please post a new picture - preferably one taken in the daylight! From what is visible here, it would be virtually impossible to identify!

I saved his picture to my computer and used Paint Shop to lighten it. It's a stranger to me. The adjusting crank is horizontal, and is on brackets aobut 1 1/2 to 2 feet above the disk.

Sorry about the picture guys. I'll get a better one this weekend and try again.Would it be better to have a side view picture or a head on picture.

I noticed the upper framework - does look like an odd one. Should actually be an easy ID for anyone who knows what it is.

Would there be a serial plate or any letters on it anywhere? Really have to search for those small plates, but most equipment of the past 50 years has one.

You had a pretty good angle on the disk in your pic - just hard to get a grasp on the true color or any detail or concept of age of it in the dim lighting.
