Light chain attached to PTO shaft guard?

I recently bought a used 3-pt, PTO broadcast fertilizer spreader. The PTO shaft is only about 2 ft long at it's shortest. It has about an 18" length of very light chain attached to each end of the shaft guard - 2 pieces of chain - with clips.

Can anybody tell me what the chains are for? When I bought it, it was wrapped loosely around the guard and didn't appear to be connected as intended - more like to just keep it out of the way. If the purpose isn't critical, I'd just as soon take them off since I feel uncomfortable with anything loose and hanging around rotating machinery.

It should be hooked to the hitch to keep the guard from rotating.

I think it's best to allow the guard to freewheel on the shaft as long as it will stop easily and spin freely on the shaft. I hooked up my chain, and in only a few hours of mowing the plastic bearing froze up and melted together because the grease wasn't getting to it properly.

THERE ARE GREASE FITTING ON THE PLASTIC COVER,KEEP GREASE IN IT AND IT WILL WORK FINE
