Here in FL the program has been in effect for quite some time. I got my Private license for my own use and to save some $$ from having to pay others.

The duration and cost of the license for all 3 license types are valid for four years. The license fees for the four-year license are: Private $60; Commercial $160; Public $60.

To renew the license when it expires you must be re-certified to renew your license. There are two options for re-certification: You may either take the certification exams again at renewal time, or you may earn continuing education units (CEUs) during the four-year license period and accumulate the required number of CEUs for re-certification.

Books vary in cost and some can even be downloaded on-line.

Link below has more information and bureaucracy than you can read in one sitting. This aspect of agriculture is regulated by 3 different state agencies, a bureau of compliance before you even hit FedGov regulations. I guess that is because of all the non-compliance in the past??
