Low Sprayer pressure

I have a 3-pt Sprayer Systems Co. sprayer that is approximate 10 years old. The discharge pressure to the nozzle is only about 8 psi. Replaced the guage, but had same result. The PTO driven pump is fairly new and don't think that it is causing the problem because I've notice that when the pump is driving the liquid, there is a lot of liquid being delivered back to the tank through the bypass hose. The pressure regulator does not seem to have any effect when the adjustment stem is moved in or out.
I have ordered a repair kit for the pressure regulator (Model 8460 pressure regulator).
Questions:
1. Does it sound as if the regulator is the culpret or something else? 2. Does the rubber diagram part in the kit need to be greased with a silicon grease before it is installed to insure a tight seal? (No instructions came with the kit).
