Installing Ledger plates on a NH 451 or any sicle

Does anyone know any tricks to install the ledger plates on both the inner and outer shoes of a NH 451 (Or any sicle bar mower) sicle bar mower? My problem is with the rivets. Is there a tool that I can get in there and use to do the rivits? I have been getting no where with my Ball peen hammer and a backing plate. Thanks.

Hi John. Those ledger plates are a bugger, aren't they? Do your self a favor. WELD THEM FAST!! I'm seriuos. I haven't tried to rivet them for more than 15 years. Rivets will NOT hold. Welding is slick and easier. Steve

On my JD #8 I used regular rivets on the inner plate, on the outer one I used countersunk bolts, nut down. Was a whole lot easier.
