Cleaning a fuel tank for water

I've got a 500gal steel fuel tank that I would like to clean and use to haul water for cattle. I want to put it on wheels and install an automatic waterer on it to use when we have to pen up a some cows occasionally. Anybody ever try to "wash" out one of those things. Access to inside is only the 3" filler cap. It's probably been 15 years since it was used as a fuel tank.

I would start with Tri-Sodium-Phosphate, (TSP), available in 5# boxes from home stores, hardware, or grocery stores. It mixes 1 cup per gal. of water. Would help if you can roll the tank or have a way to turn or agitate.
