I would like to know the Horsepower requirement and does it condition the hay or not? What to look for on a used machine?

MArty I had a similar disc cutter, it doesn't have a conditioner if I am talking about the right cuttter. Mine was a JF 7' and I pulled it with a MF165 (52hp) but my neighbor used it with a 35 hp tractor. If it does have a conditioner I would not use anything less than 40 hp. Check the cutter bar and make sure it is not bent also check the gear box for wear and shavings just incase someone ran it with our any oil. I traded my cutter in on a 1412 new holland but I believe the dealer gave me around $3200.00 for it. It was only 2 yrs old though. GD luck
