Painting a burnout

I have a skidsteer that was burned to the bare metal/ It's now rusty. I would appreciate any hints on preparing it and repainting

Well I am by far an expert but I would say it should be like any other. Sandblast it, prime it, and paint. I have heard JD and maybe some other companies makes a primer that goes over rust and converts it to primer but haven't seen any yet.
