Int'l 454 Transmission shifter rod

The mechanic finally got the 454 opened up and we found the shifter rod had (that holds the shifter forks) some ruff spots in it. Each shifter fork mechanism has a spring loaded ballbearing that holds the tranny in a particular gear. The rod has notches in it to lock the ballbearing down.

One of the ballbearings was apparently missing. Is it possible for the thing to get eaten up and bond to the shifter rod? Could it have been a defective ballbearing or what?

The reason we opened it up was the high range won't work? All the gears look to be in good shape.

Should we emery cloth down the rod or get a new one? The notches look to be in good shape with minimal wear on the edges?
Is there anything else to look for regarding the high range malfunctioning?
