Never seen one up close, only on film or tape so I am curious as to thier application. Thanks.

As I understand it the Baker fan was developed by the Baker Steam Engine Co. in order to put a constant load on the steam engines in order to set the steam govenor to the right RPM.

As far as I'm aware , the Baker Fans were the predeceser of the test dyno you see at your local farm dealership. They are also used to put a load on the tractor in order to adjust the carb and timing. Fully engaged, they can bring a tractor to its knees very quickly.

It's a real experience to see a steamer "pulling the fan" after sunset; smoke, steam, sparks and the sounds to go with it! I haven't been to Mt. Pleasant for the Reunion since the seventies but that was the first sight we saw after we arrived late one evening. It was a spectacle I'll never forget! Like you said, they just kept loading the fan until the tractor could do no more; what a sight.
