Purchased a running gear that had been in a barn fire with the intent of restoring it. I find that the rear wheels bow out at the bottom because the axle is bent upward. Is there a fix for this or must I live with the sway-back look?

I'd be wary of using that gear for hauling anything. That bow in the back could be from the steel getting so hot in the fire, the physical properties may have been altered, especially if the thing got cherry red and then was quenched by water from the firehose. My neighbor had a wagon load of straw catch on fire a few years ago. A bearing went bad in the bale thrower and the sparks were enough to ignite a bale of straw. In 10 minutes, that load of 130 bales got hot enough it burned through the floor of the wagon, burned off the tires, and got the reach pole hot enough that it bent down to the ground in the middle under the weight of the water when the fire company started to wet down what was left of the burning stack.
