There's not much to go wrong there, just a spring, a steel 'dog' and a pivot bolt. Likley yours is just frozen or has debris jammed under it. (very common)

The hay dogs should move up when the plunger pushes hay past them on the back stroke, they then come back down to hold the hay from moving foreward. The hay dog is probably just stuck. It happens when they aren't used for a while. If the hay dogs don't work porperly or have weak springs you will have tying problems as the hay will move foreward and push too much on the twine. The operator's manuels really help on these and give a lot of trouble shooting info. They are still available through New Holland on line.

Dan, the part number for the spring is: 86505744. I would highly recommend you replace it on that stuck dog. New Holland changed the material for these springs and they are better. Steve
