A neighbor recently gave me an old 3-point 2 bottom plow. It only has one coulter. Is this the way its supposed to be? The coulter is just in front of the plow. What is its purpose? Can you get replacement coulters and mounting arms?

Most of the time they are more trouble than there worth. I removed the one that I had because it tended to get jambed with stones and debris. If you are busting sod in clean soil it may have some merit.

Generally, there should be a coulter in front of each bottom. The coulter cuts a slot in the ground right in line with the leading edge of each bottom, making it turn up easier, and more importantly it cuts any plant trash (hay, straw, corn stalks, etc.) so it flows through the plow, instead of plugging it.

To handle heavy trash, bigger is CERTAINLY better, you want a 18 inch or better coulter on there. Little old worn out coulters make things worse than no coulter at all most of the time. For just cutting through the soil, it's not so important, worn out or missing entirly, won't be that big a deal.

Seems each plow model has it's own way of attaching the coulter to the plow frame, so you may have to scrounge a bit to find one that fits.
