Spring Tooth Harrow Problem

I'm having a problem with a 2 section 5ft wide spring tooth drag harrow. The front section of the harrow frame keeps digging into the ground. The front plows into the ground and then the soil piles up on the harrow until it is to hard to pull.
Any ideas on what might cause this and how to fix it?

Sounds like you've got it hitched too low.
