Overtorquing that bolt will fail it (due to stretching) right quick. Undertorquing it, or failing to use Loctite (or the correct OEM patch bolt) will cause it to back out over time. By now you should have the updated flex coupler just above that shaft. Is there any undue vibration coming from the cutterbar that is stressing the bolt?

i always let the local dealership perform the repair . as a custom baler i need the cutter back asap. ive ask the service manager if its operater error causing the failure he said that model is notorious for this problem .the dealership says its the manufacture the manufacture says it the dealership labor neither will pay for the repair .however the bolt looks rather small to me .(and its got the swivel hitch )there seems to be a slight vibration in the pto shaft that wasnt there new . its a late model after the serial number break and performs well under a load ( man it eats the hay up : ) and i dont want to spend the extra 6-8k for a deere but the dealership puts the combines first i always have to buy them a case of beer to get it in the shop.all i want is the manufacture to identify the problem and perform a upgrade to the primary shaft so all the operaters with this model will not be down all the time and have the unessacery expense .

Good luck in your efforts. Please note the 1411 and 1431 use a completely different (better) drive to the bar. Customers of the dealership where I work have enjoyed great service from these models. Also, 411's don't seem to suffer the same troubles as much, could be the extra stress from the wider bar on the 415 is more than the primary shaft & its components can handle long-term.

Last week, there was a discussion on what a piece of junk the Deere disk mo/co is at the following site. Click on machinery talk and scroll down aways. They may have gotten the search function up by now, too. (It's a fairly new site)

Didn't see the one about the Deere when I looked today, but there's still another gripe there about another New Holland.
