From a Novice - when a mower deck gives a gearbox PTO rating, does that mean that the mower deck requires that much PTO or that it can only handle that much PTO?

Agreed. But if there is only one HP number it is the Max (as Jason explained). Also if the mower has a slip clutch you should loosen it up once in a while to be sure it is free to slip when needed.

Most modern implements should have some sort of overload protection (shear pin, slip clutch, sometimes belts) that should protect the driveline from excess power when they are working properly. I think most horsepower recommendations are minimums. Just don't do something silly like using a 540 machine at 1000 RPM.

Most 3 pt. mowers give the maximum HP that can be safely handled by the gearbox. Usually operating the mower on a tractor exceeding this HP voids the warranty. If you are unsure of the rating on the gearbox, of what it means, the best thing to do would be contact the manufacturer or a reputable dealer.

I'm speaking as another novice, but also as an engineer. All of the mowers I've looked at have two ratings: the gearbox rating, which is the most that it can handle, and the minimum tractor hp rating, which is of course the power required to operate the implement under normal conditions. Sometimes there is a recommended range which may actually be less than the gearbox rating. This just means the gearbox is perhaps more rugged than it needs to be, which is generally good but costs more. Heavier gearboxes TEND to be associated with heavier mower decks (thicker steel) which may hold up better under rough usage.
