Oliver plow tailwheel?

Repairing an old Oliver 2x16 trailer type plow. Had to replace tailwheel tire, and while I'm at it, thought I'd work over the bearings so it didn't wobble so much. Successfully managed to tighten bearings, now I'm looking at the cups that enclose the ends of the bearings. Outer one is no problem. Inner one has a rather large hole in it, compared to the axle shaft. No evidence of any grease seal or anything to keep grease in, dirt out. Was there some sort of grease seal on these things? If so, what was it? Can I cobble something up here, or just keep pumping the grease in?
