Six of the wheels are loose on the 1� shaft and spin independently. There is one wheel on the end that is attached by a bolt. This wheel turns the 1� shaft. By design there is some �play� between the wheels and spacers and a lot of �wiggle� from side to side on the shaft. The bearings on the 1� shaft are shaped like a spool. They are �notched� on the inside and are turned by a pin in the 1� shaft. There is a half-piece that fits on top of each bearing. The top of the bearing case that is attached to the frame rests on this piece that fits on top of the �spool�. This particular piece gets the �grease� from the grease fitting. I finished rebuilding a 7� wide #14 JD Rotary Hoe this past weekend. All eight of the �spools� were in good shape with no wear. All eight of the �spool caps� were also in good shape. I have a second #14 JD Rotary Hoe that is 14� wide. I will clean the grease fittings and apply a lot of grease. I will use SAE 10 between the wheels and spacers. 
As mentioned below, pull the hoe backwards and it should �pack� your arena. Hope this helps.
