Ford:3 btm,3 pt, 10-233 plow question?

A bit long... A friend of a friend picked up a number 10-233 3 bottom, 3 pt plow. I'm not a Ford guy so I'll try my best here. He says the two pins for the two lower three point arms on the plow are two different diameters. He says one is cat 1 size and the other is cat 2 size. this plow has what I call the "crank" style lower hookup that is one piece and rotated to adjust plow, so the pins cannot be changed like the bolt on kind. He says there is no sign of machining or grinding and one pin is clearly smaller than the other. Any one know why?

They came out with Cat 1 hitch pins which were too small and would break .It has apparantly had a cat2
pin welded in place. I had a 4 bottom Massey plow once that had the same thing.
