restoring this mower I purchased new guards. These have no provision for ledger plates on them. Does anyone no if that's a new style? These are double guards, cast steel yellow guards witha a rather narrow slit such as appears intended to use them without plates inserted in them.

All new guards for the last 20? years have been made with the built in ledger plate as they are cheaper to make and they make more proffit when you have to replace a whole guard rather than just a plate.

Also does anyone know if it would be a bad idea to put wear plates and knife clips on all of the guards instead of alternate pairs only?

Putting that many wear plates and hold downs on will take mower power to run the knife. A #9 probably will be a 5' possibly a 6' mower and either will have a high knife head clearing hold down at the inner end of bar and then 3 regular hold downs on a 5' bar and 4 on a 6' bar. They were never spaced with only 2 guards between hold downs, always at least 3 guards between.

I have a mower like that we used years ago. The double guards are a new style, not familiar with them. Sounds like NH Haybine guards. I never did have any luck replacing ledger plates, by the time they were needed the rest of the guard was about worn out anyway.
I don't see anything wrong with replacing the clips and wear plates all the way across, the more new stuff on the cutter bar the better it will cut,
