Question about a 853 New Holland chain baler

That "empty chamber" adjustment is kinda critical on these things. Has to be adjusted every 25 hours because if the chain gets too loose, ya run the risk of the thing jumping time.

Assuming you have good (40psi) air pressure:

The adjustment bolts are right up front, on the bottom of the rotating sissor arm and they contact the frame when the baler is empty.

Lift the gate and lock it up. Loosen the locknut(s) and screw the bolt(s) back into the sissor arm a turn or two. Let the gate back down and make sure it is locked into place.

Unscrew the adjustment bolt(s) back out until it just touches the frame and tighten the locknut(s).

In other words, the air bladders should be carrying the chain tension even with no bale (tension) in the chamber.

Check those hinges up on top; it is odd that you've got "one-sided" problems showing up like that. The sissor isn't cracked and/or sprung somewhere, is it?

Boy, ya don't want too much air. I did my first bale with 50 lbs and by the time it was all over, I could barely lift that heavy sucker with the loader. :>)
