AC Sickle broke

I just put my model 80 Sickle mower together because one of the gears in the Twinwheel box was broke when I bought it. But my knives don't move all the way into the ledger plates. I have one of the flywheels under the gearbox set opposite of the second one, so when one is swinging outward toward the cutter bar the other is swinging inward towards the frame. I thought this was the case in order to balance out the swinging flywheels. Is this wrong? Can someone look at theirs and let me know if this is right or not?
This is my first sickle mower can I can use some help.

Well, nuts.
I guess I've got to pull it apart again and change the timing of the flywheels. Since this is the case, how much does this sickle mower shake side to side when in operation?

Very little. The flywheels are ballanced to compensate for that.
