case ih 445 baler help needles not home

Needles dont fully return to home. And want to cycle again case ih 445 similar to ih 430 square baler. any ideas

can you pull the needles back all the way to "home"? if you can and when you turn a loose of them they drop down your brake isn't holding. it may need repalcing or could just be tightened up. don't over tighten. more than enough to hold them back if you hit a rough spot in the field, but not so tight that it causes a shear bolt to pop. trying to rmember but i think there is a shear bolt on it. its not been sheared and just hanging in there is it?
