With your lot no. it would be an older No. 30. What could be the problem is under where that spring is located is a large cast gear with notches on the inside for the clutch and teeth on the outside that run against a worm gear to provide the power for the clutch. I just got a slightly newer model that those outside teeth were ground off and I have a junk No. 30, Lot 100 that I plan on trying to take that gear out of and hope it is good to put over in the one that I just got. Haven't had time yet but if it works the mower will be avaible for sale

Yep, what Jerry said,

That spring inside the lift housing is broken.

I've fixed a lot of those lifts on all kinds of machinery and it is always that darned spring.

New Idea used Lot # like other mfg use serial number ranges. You likely have a model 30, 30A, or 30B. That # should be on the tag also. My mower acts just like yours now. There is likely a broken return spring inside the clutch. Need to remove the bowl shaped cover and look inside. I just use a bunge cord to tie the lever back.
