JD 403 Rotary Cutter Blade Replacement

I just bought new blades for my John Deere 403 rotary cutter and I have an easy question....When installing new blades, are they supposed to be tight or do they need to be slightly loose so they can rotate around the pin a little? My old blades were loose and you could spin them around bolt. My new replacement blades seem tight and they don't spin freely.

Should have cleaned off all that JD paint off bolts and blade holes. They'll loosen up if they don't get out of balance when starting up. If so shut off tractor to straighten them and start it back up slowly.

The blades should be loose enough to pivot on bolt when an obstruction is hit. If just snug then blades will stay just enough out of line to get blades out of balance and cause vibration. Centrifical force will make loose blades straightin up. Tx Jim
