i have been rebuilding spreaders for 20 years and all I can say is, I am almost certain it is not NI, JD, IH, Case, plus does not look like any David Bradleys, Oliver, MH, or MM or other off brands I have seen. That leaves some off brands I have never seen or rarely seen; In 1938 at argueably the peak of horse equipment these were also manufacturers of spreaders; Bloom Mfg (Iowa); Climax (NY); Litchfield Mfg (Iowa); Ohio Cultivator (Ohio) and lastly and more common odd ones General Implement (Ohio)

Examine any cast parts like the front wheel bearing cap very carefully. You should find something to indicate the brand such as NI, MH, JD. I think it looks like a New Idea.
