I cleared out a briar patch for a neighbor and buried in it was a little 4x4 trailer that she asked me to haul away. It has hubs for 4 lugs and 4.80 x 8 inch wheels and tires. Problem in using the trailer behind the lawn tractor is that the tires sink in the ground and the small diamter can be hard to pull over bumps. I have some old lawn tractor drive wheels and tires that were made for keyed axles. The centers are off set sufficiently to fit, is there an easy way or trick to cut out the center of the lawn tractor wheels and drill the lug holes? (I figure why spend $70.00 for new wheels and tires when I have some around.)

Find some golf cart tires and wheels. Northern tool also has a highway rated tire of the same size. 18-8.5 x 8 I believe is the size.
Your idea will probably work.

if you go rim shopping just pull a hub off and carry it with you. thats the easy way to see if a hub will fit. the bearings probably need packing in both hubs any way.

I have a trailor sort of like that and I found that Chev vega wheels would bolt right on. That gives you 13 inch tires and wheel and you should be able to find wheels in a junk yard pretty easy and pick up used tires for $5 or so

Chevy Vega wheels are probably pretty rare anymore. However, Chrysler used the same size hub and bolt pattern on many of their small cars. You can probably find just what you need at the local auto recycler. Compact spares are also a option, if your load etc. are within reason.
