John Deere 535 round baler

At end of hay season the tie arms went through half of a cycle, they are currently all the way to the left. We have engaged the hydraulic pump manually, but the arms will not return to the start position. Does this sound like a bad pump or could it be the cylinder?

Lock tailgate with valve,raise tension arm inside baler so that you see 3+ in bale size indicator window on front of baler. Engage pto and pull rope,twine arms should cycle and return to home position. Tx Jim

Do you need to continue to raise tension arm during entire procedure. What is the safest way to do this.

If there are no broken springs on pump linkages then you shouldn't have to raise tension arm or do anymore than what I stated earlier. As long as 3+ is in window twine arm should cycle with pto engaged. Tx Jim
