I have a Mashino heavy duty model, it is very much like the Howard. No problems yet, 4 years of use. I would get one that has adjustable gear driven tine speed. I run a fast tine speed when I till. It is the only way to go.

I have a Howard - I bought it used to get the bang for my buck. I reviewed many other brands, but the Howard appeared to be built much better. I wouldn't shy away from a used Howard - I find it hard that it would break, and it certainly is rebuildable. I have run mine through heavy, wet, rocky clay with no adverse effects.
A friend bought the Woods brand. He admits it is much less of a machine, but we don't have a Howard dealer in the area.
Check for posts by Robert in Michigan. He's got way more seat time than I do.

Good luck,

Bill

Check out the CCM tiller. I've owned several brands and the CCM is by far more bang for the buck. Gear driven.
