450 NH mower

I have a 450 new holland sickle bar mower 7 foot, and its been giving me a fit trying to get it hooked up right. I hooked it up just like the manual said but when i go to let it down it goes halfway and stops, plus it won't let the bar up and down either, what am i doing wrong???

I think I have a manual.I could scan the adjusting info if you don't have one.First time setup is important.Really need manual/won't cost much on ebay or from your dealer.

Sounds to me like someone replaced the lift cable and made it to short.

If your cylinder is fully retracting then the cable is to short.

Are you sure everything is hooked up right???? Is this the first time you have used it??? Maybe someone didn't give you all the pieces?? Sounds strange to me.
