NH 852 Fodder Problems

I have an 852 that is in good condition. I didnt use it at all this year, but used it last year on corn fodder. Went out to bale and it wouldnt start a bale. Fodder jammed it all up. I cleared it completely, took the tension back 1 notch(from highest to second highest). I also removed the pieces under the cables that make the tension come on early. Tried again and this time I got a bale almost full size. Then the baler started working the tractor REAL hard (65 hp). I shut off the PTO quick and the baler stopped that fast it broke the shear bolts. I opened the tailgate, dumped the bale and looked at the baler. None of the chains are jumped, jamed, or broken. I went to try again and this time as I started to make a bale the baler started making the tractor surge. As the surging happened the arm that has the bale apron chain on it, and moves as the bale gets larger, started moving back and forth. Before I could shut off the Pto it blew the shear bolts again. Anyone have any idea what is going on?

Well i dont know much about baling fodder. I do know that my baler will do the same thing when the hay is still damp. It"ll make a roll about half size, then it will bogg the tractor way down and the roll will barely turn in the baler. My guess would be to let the fodder dry out a lil more.
