Pulverizer teeth

I have a Gill pulverizer. Does any know if the scarifying teeth are just hardened steel or case hardened steel? A friend of mine says his uncle will make me some replacement ones but needs to know before he starts the process. Hardened steel he can cut with a shear, case he cannot. The local dealer did not know, just wanted 7 bucks for each one, which he even thought was high and checked twice before telling me. And he doesn't have any anyway.

My guess they are just cold rolled steel.

Hot rolled is soft steel.

I would bet they are not case hardened.
