If your saying it plugs when you go over an area that has already been cut yes they don't like to go over an area twice. To go over an area a second time you need to raise the cutting head up so it goes over the cut hay and doesn't try to cut it a second time.

If you are cutting down hay, you need to slow the ground speed when going in the direction that it lays. Give the reel time to pick it up and pull it in. No way to get around that.

I almost never run it to that type of problem, I live in a valley so I don't get much wind. But yes I could see it giveing problems. I have a lot of crown vech and that can be a big problem. I have even had to cut the stuff off the roolers at times because it will ball up and cause problems. I do pull my 460 with an Oliver 77 which has live power sao that does help a lot

Go with the 469 it has a better float system for the header.

A 460 is pretty old, around here even a good one would probably bring less than $100. I think I would try to upgrade instead of fixin up the old one. The 469 is supposed to be a good machine, but watch the rolls, as they are real expensive to replace. ($1800?) A 469 is very similar to a 488 which i have, and it is a real good machine.
