I run a NH 315 baler with a 70 kicker using a Ford 5000 (65 hp) with no trouble.

There is a difference between engine and pto hp. Engine hp will always be higher than pto hp. Usually this is lost through drive or the way hp is computed. PTO hp will give you a more accurate description of the actual available hp.

I ran my 315 for several years with a JD 870 (about 28hp). No doubt it was work for the tractor but I had 0 problems. I don't pull a wagon. I now use a larger tractor which is much better (MF 245.

I worked for a guy in high school that had a 315. He ran his with either a 175 Allis or a 6080 Allis. They had plenty of power to run the baler, just needed a little more tractor since some of what we baled was on hillsides.

I have one and I think the original literature indicated 35 hp was sufficant however unless you have a heavy 35 hp tractor it won't be enough. Newer 35 hp tractors won't cut it.
If you pull a wagon you'll need 50 plus. Hills and heavy hay will also require added hp.
