First 2 numbers should be year--a dash a number(month)-then serial number or at least thats what I have been told.

If the engine tilts to tighten the drive belt then it's probably an Ellinwood bearcat made in the late forties during the garden tractor boom. the Bearcat was tested at Nebraska and you'll find a picture and test results in C.H. Wendel's Nebraska test book.

Look down on the frame (side), on the right side as you stand behind it, just in front of the motor you will see some numbers, that will tell you the year it was made. You may have to clean some dirt to find it--the numbers are big. I'll have to go out to look at mine to be able to tell you what part of the number tells you the year.

I have a '47 Bear Cat walk-behind tractor with the plow, disc, blade, and cultivator attachments. It has the tilt-engine method of belt tension. It used to be a real workhorse. I want to restore the poor thing, so if any other owners happen to have literature on this type garden tractor I would sure love a copy.
