Briggs 25hp hard to start

I have a Briggs and Stratton 25hp. When I turn the key nothing happens but if I hold the key to start for a few seconds it will finally turn over and start. I have replaced the starter solenoid, did a maintainance tune up, readjusted the valves to .004, and replaced the key switch.

Help! I don"t know what else to check. It has good spark too.

I appreciate any help that I can get.

The weight that works the decompression release is hung-up or the spring is broke. This is on the camshaft and you will need to open the engine up. Sorry!!!
