Ben, Take the belt off and check to see how the blades spin. If all the other things are fine (ie. belt, pulleys) you may have a bad bearing or two. A few bad bearings will result in lower blade rpm under load.

Check to see if the belt is running in the bottom of the pulleys. It may be worn to that extent & will need replacing.

2 Things.
1. Commercial belt dressing. Comes in a spray can. spray in on the glazed surfaces of the belt. worked for me in the past.
2. Belt rosen. My dad had, and I still have a tube of a hard black material that was applied to belts to increase friction and eliminate slipping. tube is about 2 inches in dia. very hard and black. must be 50 years old lt least. still works. apply to running belt, watch fingers.
maybe get some at at power transmission dealer.

Look at the belt surfaces on the pulleys. They can become glazed resulting in slipping. You can roughen them up with a scotchbrite pad, sandpaper, or coarse steel wool with the belt off. Also, if the belt gets any silicone or other oil on it, it will slip. Can't clean a belt, you'll have to replace it.
