John Deere 212 low power

I picked up a John Deere 212 in a yard sale the other day. It did a fine job cutting my 3 acre property but I noticed it burned some oil and seems to have poor power. Way less power then my old 140 that runs like a Deer and never burns oil. In fact it wont even push up to speed in 3rd gear. I don't hear any knocking etc but it takes a lot of revolutions to start. Am I probably looking at a ring job?
Can I do rings and bearings with the motor still in the tractor?

The very first thing i would do is check the air cleaner, which im sure u did?Then i would do a compression check.This test will help determine a lot of problems.If u have good compression u may have a govenor problem.Best of luck to ya.

do a leak down test and see if you engine is in need of a rebuild.

worn point plunger will cause low power and hard starting..... .and its a lot cheaper

take the head off & check valves and guides a lot of valve prolblems look like rings from out side. bring piston to tdc look for slop or take a bore gage & check bore dims at top mid bottom look for scoring ect in bore you can rering in place but 4 bolts 2 cables 2 belts gas line and 20 min engines out
