How do I time the cam/valves on a BS 11hp vertical?

I am a novice small engine mechanic. I have learned most of what I know from a few manuals and experimenting. I know I messed up when I changed crankshafts on two B&S 11 hp vertical shaft motors. These are from the 1980's. They are both from the 25000 series. I was really stupid not to line up the timing marks on the crank gear or the cam shaft. I now know how stupid that was. I also didn't mark anything on the crankshaft counter weights. Now I have an engine with great spark, great compression, an OK carb with a newly installed carb kit, good fuel flow, no vapor locking . . . BUT all I can get the engine to do is blow fire or smoke out of the carb (air cleaner not installed). I have since gone back in and lined up the crank gear mark with the cam mark. That helped a little. Before doing that I couldn't even get gas to the plug. I then went back in and removed the cam, then rotated the crank one revolution and then reinserted the cam, lining up the marks . . . no change, just a sporadic explosion out of the carb. (My eyebrows have been thinned out a little).

HOW DO I GET THE CAM/VALVES BACK IN TIME? AM I SCREWED? DO I NEED TO LOOK FOR A MARK ON THE COUNTERWEIGHT? PLEASE HELP!
